CYBER INSURANCE (New in 2026)

The Cyber Bay Insurance Working Group will convene insurance, cybersecurity, business, government, and policy stakeholders to conduct a comprehensive, insights-driven analysis of the current cyber insurance landscape. This initiative is directly informed by the insights of the CyberBay 2026 survey, which identified Cyber Insurance as one of the top three external forces—alongside Federal Regulations and State Regulations—actively driving organizational cyber hygiene.

Bryan Langley

Partnerships Manager, Cyber Florida

Bryan J. Langley serves as the Partnerships Manager at Cyber Florida, where he supports the organization’s partnership initiatives to expand strategic growth opportunities and strengthen collaboration across the public and private sectors in support of Cyber Florida’s mission. His work focuses on building relationships that advance cybersecurity capabilities for state agencies, private industry, and community organizations throughout Florida.

Bryan previously led Cyber Florida’s Critical Infrastructure Program (CIP), a state-funded initiative that provides public and private critical infrastructure entities across Florida with no-cost access to validated tools, best-practice frameworks, and expert resources to improve their cybersecurity posture and operational resilience.

Prior to joining Cyber Florida, Bryan served as Senior Vice President of Defense Development at the Indiana Economic Development Corporation, where he executed the state’s long-term strategic investment strategy for the defense sector. His leadership focused on expanding Indiana’s presence in the national defense market and positioning the state to significantly increase federal defense investment. Bryan also served as Executive Director of the Indiana Department of Homeland Security and as Indiana’s Homeland Security Advisor to the U.S. Department of Homeland Security. In these roles, he oversaw the State Fire Marshal’s Office, Emergency Management, and the Office of the State Building Commissioner, and chaired Indiana’s School Safety and Cybersecurity Boards.

Her work advances employer-aligned training models that emphasize hands-on experience, portfolio-based skill validation, and measurable workforce readiness. She is the author of It Takes More Than a Certificate: A Holistic Model for Cybersecurity Workforce Education and co-author of The Search for the Cyber Unicorn. Her research focuses on talent pipeline performance, skills alignment, and the limitations of traditional credentialing pathways. She serves on the 2026 National Initiative for Cybersecurity Education (NICE) Conference Committee and holds a PhD in Educational Leadership and Policy Studies from the University of South Florida.

Mission

The CyberBay CYBER Insurance Working Group

The general intent is to identify and reduce any “friction” that may exist in the marketplace between insurers and the insured, but the specifics are currently under discussion and review by the Working Group members.  This section will be updated as the group refines the mission.
